(CFV); you cannot vote at this time. Procedural details are below.

rec.arts.sf.starwars.collecting.neoclassic.marketplace	Neoclassic buy/sell.

RATIONALE: all groups

The rec.arts.sf.starwars.* hierarchy has expanded immensely over the
past several years. In that time, the hierarchy has grown from one
core group to six diverse groups. Each group has developed its own
culture and norms. However, at least one of the groups is facing a
serious challenge in the preponderance of marketplace-type postings
(i.e., posts related to buying, selling, trading or auctions).

This group, rec.arts.sf.starwars.collecting.misc, is an extremely
active group, averaging well over 100 posts per day and trends
indicate that this is increasing. Of these daily posts, a significant
proportion would be appropriate for a marketplace group.

In addition to the traffic issue, much of the conflict found in this
group revolves around the presence of marketplace-type posts.
While it is possible that this type of conflict could also develop in
the proposed group, it is believed that the creation of marketplace
group will be of benefit to all parties involved by making the
newsgroups more easily navigable.

The choice to structure the proposal in its current form was not an
easy one. A simple rec.arts.sf.starwars.collecting.marketplace group
has been discussed numerous times. However, a general marketplace
group has implications for all the rec.arts.sf.starwars.collecting.*
groups. The greatest resistance to a group such as this is the
unwillingness of many readers to have to search through a newsgroup
containing hundreds of posts unrelated to the items they might be
seeking. As previously stated, each group has developed its own norms
and culture. Thus, several groups have expressed an interest in
keeping the marketplace-type postings within their existing groups at
this time (with an option to expand to the marketplace format at some
time in the future if it is deemed necessary).

Therefore, we are faced with a challenge in trying to address the
concerns of the affected newsgroup without unnecessarily disrupting
the culture of the other newsgroups. The current proposal favors the
split of the affected newsgroup, rec.arts.sf.starwars.collecting.misc
into separate marketplace and discussion subgroups.

The naming conventions ".discuss" and ".marketplace" are intended to
make explicit the purpose of the groups. In addition, their use is an
intentional effort to keep the discussion and marketplace groups at
the same level within the hierarchy. It is believed that their use
will be instrumental in helping to minimize inappropriate crossposting
while also allowing for future expansion within the hierarchy. Readers
of the group to be renamed have been informed that it is not required
to rename the group. However, pre-RFD discussion indicated that
renaming was desirable for the reasons stated above.

Traffic has continued to increase and many more readers have become
interested in seeing this proposal come to fruition.

In addition, there was some controversy about the use of ".misc." in
the previous proposal. While some of the issues may still be present
in the use of ".discuss", it is believed that it is a reasonable
compromise that has been endorsed by the readership of the current
newsgroup. The implications of such a change were discussed in the
pre-RFD discussion and a strawpoll indicated that this was the name of
choice as endorsed by the current readership.

There is currently a group for Star Wars collecting outside the scope
of vintage (circa 1977-1989) called
rec.arts.sf.starwars.collecting.misc. This newsgroup was created when
rec.arts.sf.starwars.collecting split in 1996 (one other group
rec.arts.sf.starwars.collecting.customizing was also created, but has
no relevance in this proposal). The term 'misc.' as used in Usenet
hierarchy defines a 'catch-all' newsgroup with very loose definitions.
Literally it means that anything that can be described as the
collecting of Star Wars is within the charter of the
newsgroup. However since the theatrical release of Star Wars prequel
"The Phantom Menace" (to be referred from this point on as "TPM")
there has emerged a division among the central topics discussed in
RASSC.misc. Considering that George Lucas has every intention of
releasing two more additional "PREQUEL"s it is strongly felt that it
is time to differentiate the original trilogy of films from the
trilogy that started with TPM and will include two additional films to
be released in the future.

groups will be of benefit to all parties involved by making the

The choice to structure the proposal in its current form was not an
easy one. A simple rec.arts.sf.starwars.collecting.marketplace group
has been discussed numerous times. However, a general marketplace
group has implications for all the rec.arts.sf.starwars.collecting.*
groups most notably the rassc.vintage group. The greatest resistance
to a group such as this is the unwillingness of many readers to have
to search through a newsgroup containing hundreds of posts unrelated
to the items they might be seeking. As previously stated, each group
has developed its own norms and culture. For example:
rec.arts.sf.starwars.collecting.vintage has expressed an interest in
keeping the marketplace-type postings within their existing group at
this time (with an option to expand to the marketplace format at some
time in the future if it is deemed necessary).

Therefore, we are faced with a challenge in trying to address the
concerns of the affected newsgroup without unnecessarily disrupting
the culture of the other newsgroups. The proposal is to move
marketplace and discussion topics on prequels and neoclassic
collectibles to four new subgroups and retain
rec.arts.sf.starwars.collecting.misc for tighter, cross-collecting
topics.

The naming conventions ".discuss" and ".marketplace" are intended to
make explicit the purpose of the groups. In addition, their use is an
intentional effort to keep the discussion and marketplace groups at
the same level within the hierarchy. It is believed that their use
will be instrumental in helping to minimize inappropriate crossposting
while also allowing for future expansion within the hierarchy.

trilogy that started with TPM and will include two additional films to
be released in the future.

To address the subject of the existing newsgroup I quote from the charter of
rec.arts.sf.starwars.collecting.misc itself:

>This group will be open to discussion of all issues and topics
>pertaining to Star Wars collecting. The types of posts within this
>group may include (but are not limited to) items for sale, items
>wanted, and general discussion not covered by other subgroups of the
>rec.arts.sf.starwars.collecting hierarchy. Crossposting to other
>rec.arts.sf.starwars.* groups is discouraged.

Considering the wording of the original rec.arts.sf.starwars.collecting.misc
charter, the creation of our proposed newsgroups would preclude
the discussion of "neoclassic" and "prequels" collecting, while still
continuing to host global and orphaned discussion on Star Wars collecting.
Therefore, the proponents of this RFD feel that the continued
existence of this miscellaneous Star Wars collecting newsgroup has merit.

IMPORTANT VOTING PROCEDURE NOTES: READ THIS BEFORE VOTING

The purpose of a Usenet vote is to determine the genuine interest in
reading the proposed newsgroup, and soliciting votes from uninterested
parties defeats this purpose. Do *not* distribute this CFV; instead,
direct people to the official CFV as posted to news.announce.newgroups.
Distributing specific voting instructions or pre-marked copies of
this CFV is considered vote fraud.

Voters must mail their ballots directly to the votetaker. Anonymous,
forwarded, or proxy votes are not valid, nor are votes mailed from

accounts are also invalid, and the votetaker will reject any "munged"
address he cannot decipher immediately.

Please direct any questions to the votetaker at <neilc@wallaby.cc>

HOW TO VOTE:

Extract the ballot from the CFV by deleting everything before and after
the "BEGINNING OF BALLOT" and "END OF BALLOT" lines. Don't worry about
the spacing of the columns or any quote characters (">") that your
reply inserts. Please, DO NOT send the entire CFV back to me!

Fill in the ballot as shown below. Please provide your REAL NAME and
indicate your desired vote in the appropriate locations inside the ballot.

If you do, the voting software will probably reject your ballot.

When finished, MAIL the ballot to: < voting@uvv.wallaby.cc >
Just "replying" to this message should work, but check the "To:" line.

If you do not receive an acknowledgment of your vote within three
days contact the votetaker about the problem. You are responsible
