This is a formal Request For Discussion (RFD) for creating the group
rec.arts.origami This is not a Call for Votes (CFV); you cannot vote
at  this time.  Procedural details are below.

RATIONALE: rec.arts.origami

Origami is a very old and venerated art in Asia, and similar arts
exist all over the world. Additionally, traditional origami has
spread worldwide in the last half century. An alt.* group has existed
for some time, but has become unusable due to confusion with a
similarly spelled word with sexual content. We hope that by creating a
"mainstream" newsgroup some of this confusion will be removed, and
that we will once again have a usable forum for international origami
discussion.

CHARTER: rec.arts.origami

rec.arts.origami is dedicated to discussion of the wide variety of
folding arts and other paper related arts as well as containing
discussion of the spinoff subjects from each art as they relate to the
arts, such as books, magazines, television, movies, web pages,
archives, chat areas, etc.

Additionally, this is to be a social group. Contributions are welcome
from all who wish to engage in discussion of traditional origami, and
other international forms of paper arts.

forms of net-abuse are not permitted.

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase
of the process, any potential problems with the proposed newsgroup
should be raised and resolved.  The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups).  During this
discussion phase, anyone may comment on the proposal in news.groups
and the proponents may modify the RFD in response to such suggestions.

After three weeks a Call For Votes (CFV) may be posted by a neutral
vote taker if the discussion warrants it. Please do not attempt to

The proposal must pass a Usenet-wide vote with a 2/3 majority--and at

There were 140 YES votes and 14 NO votes, for a total of 154 valid
votes.  There were 2 abstains and 1 invalid ballot.

For group passage, YES votes must be at least 2/3 of all valid (YES
and NO) votes.  There also must be at least 100 more YES votes than NO
votes.

There is a five day discussion period after these results are posted.
If no serious allegations of voting irregularities are raised, the

RATIONALE: rec.arts.origami

Origami is a very old and venerated art in Asia, and similar arts
exist all over the world. Additionally, traditional origami has spread
worldwide in the last half century. An alt.* group has existed for
some time, but has become unusable due to confusion with a similarly
spelled word with sexual content. We hope that by creating a
"mainstream" newsgroup some of this confusion will be removed, and
that we will once again have a usable forum for international origami
discussion.

CHARTER: rec.arts.origami

Rec.arts.origami is dedicated to discussion of the wide variety of
folding arts and other paper related arts as well as containing
discussion of the spinoff subjects from each art as they relate to the
arts, such as books, magazines, television, movies, web pages,
archives, chat areas, etc.

Additionally, this is to be a social group. Contributions are welcome
from all who wish to engage in discussion of traditional origami, and
other international forms of paper arts.

Discussion on rec.arts.origami may consist of such things as:

    * Posts asking for information about where to buy origami
      materials.

    * Announcements of conventions, fandom resources, new mailing
      lists, web pages, or other groups pertaining to folded paper
      arts.

    * Replies to requests for information.

    * Questions of philosophy, history, and replies to same.

    * Diverse and far reaching discussions on related topics such
      as forming local clubs, programming as it relates to origami
      (such as 3 dimensional matrix  mathematics)

Rec.arts.origami is not to be used for the following:

    * Advertising of non-related things.

    * Posting of binaries (with the exception of PGP signatures and
      clear-signatures, which are allowed), HTML-formatted
      messages, or MIME attachments.  However, notices of archives,
      web pages, or FTP sites dedicated to origami-related binaries
      are welcome, and should be used as alternatives to posting
      binary material.

    * Blatant trolls or other abusive material.

    * Posting of off-topic or excessively-cross posted material.

"Off-topic" refers to anything not pertaining to the art, philosophy,
or science of origami.  However, "on-topic" will be interpreted very
broadly; almost anything that is not directly objectionable (by the
criteria for disallowed posts given above) will be encouraged.

Postings considered by the Usenet community to be 'spam' or similar
forms of net-abuse are not permitted.

The discussion in rec.arts.origami is unmoderated.  Enforcement of
these policies is to be self-enforcing via methods tried and proven in
other unmoderated newsgroups. (Ignore them and they usually go away,
otherwise complaints to the abuse address at their ISP.)

Conversation, chat, and the mutual fun of the participants are all
important.  Off-topic threads that began as on-topic threads will not
be "rejected" as long as they retain some periodic relevance to
origami.

Commercial postings are not prohibited provided that they are for
products related to origami or other related arts.
