REC.ARTS.FILM-VIDEO.PRODUCTION - unmoderated
REC.ARTS.FILM-VIDEO.MARKETPLACE - unmoderated

I request discussion on the creation of the aforementioned newsgroups.
These newsgroups would act as an alternative to rec.video.production for
high-end users/producers and fill what is considered to be a large gap
in the discussion of film and video production and post-production.
These newsgroups would also act as an alternative to rec.arts.cinema, whose
goals are more analytical and theoretical than what these two groups would
try to be - a down and dirty place to discuss current productions being made
by all types of film/videomakers.

Ensuing comments and discussions will be held in news.groups and will
focus on, but not be limited to, a) the name of the groups and other
related topics, b) the moderated or unmoderated status, and c) the
overall aim of how the groups can and will help those subscribed to it.

The discussion period will begin on March 7th, when the moderators of
news.announce.newgroups have returned and should have formally let through
this request.

The RFD will last until April 3rd, following which a CFV will be issued.
If any issues have not been finalized by this time, the discussion will
be taken offline into mail, and when agreed upon, will be redrafted.

- Why?

>From the standpoint of rec.video.production, the trend of
professional/industrial postings has become mixed to an remarkable
degree by consumer/prosumer postings. There is no reason why this should
not happen, as there are few other appropriate newsgroups for the
consumers/prosumers interested in production. However it is the feeling
of many readers of this newsgroup that there should be a more focused
forum, dealing with more professional aspects of video production.
In addition, there is little activity in the discussion of film production
within the usenet, and with the increasingly dissapearing line between
working in film and working in video, a group should be created which
can deal with both in a professional and appreciative way.
As reported recently in FilmCrew #1, on America Online, an area named
"Industry Talk" exists, housing 50 boards and about 1,000 postings "ranging
>from screenwriting to gripology". On Compuserve, the "ShowBiz Forum" has
four live conference rooms and a message board for talk on production and
finding crew. The Usenet, sadly enough, has yet to make a place for these
people as well. Let's make it so.

- Preliminary Charter

Rec.Arts.Film-Video.Production is an unmoderated forum for the discussion
of all professional, industrial, and independant/collegiate aspects of
production and post-production. Discussions will include (but not be
limited to) -

Production facilities: studios, editing, mixing, developing/transfers,
   et. al.
Technique: shooting, coverage, lighting, planning, scripting, et. al.
Film/video equipment: developments, experiences, reviews, maintenace,
   et. al.
Exposure: television, film and video festivals, et. al.
Services: both widespread and offered through the newsgroup
Calls: casting, crew, et. al.

Any person _actively_ involved in, or working in the industry, is welcome
to join in - including the "pro" who operates his own production company,
to the film student who has just clocked in another 8 hours location
scouting.

Above all, this group will create an enviroment where each subscriber
can learn from the other about the highs and lows of real production,
new technologies and his or her experiences with them, and find outlets
for their own productions and labors of love.

Rec.Arts.Film-Video.Marketplace will be a supplimental group for the
exchange of used and new film and video equipment on an
independant/industrial level (such as say, locating a used Arriflex
or a solid EVW-300).

already attracted support).

PURPOSE
 
The group rec.arts.filmmaking.misc has been proposed to replace the current 
group bit.listserv.film-l, scheduled for removal in several weeks. 
Without rec.arts.filmmaking.misc, the current participants of 
bit.listserv.film-l will be forced to take their discussion to other, only 
semi-related groups (rec.arts.movies, rec.video, rec.photo).  None of 
these groups are suitable for the current discussion on bit.listserv.film-l.

Proposal: move the discussion below the existing rec.arts.movies
          hierarchy.
Result: ACCEPTED

USENET traditionally groups related topics into hierarchies.  This makes 
it easier for people to locate topics as well as for news administrators 
to selectively receive only those groups of local interest.  Building
upon an existing hierarchy provides an initial broad distribution, since a
group added to that hierarchy is automatically sent to sites currently
receiving those existing groups.  (At present, two groups in the
rec.arts.movies hierarchy are among the top 100 read newsgroups.)  
Ultimately, this name should ensure better propogation.  (NOTE: This 
proposal has been approved by news.announce.newgroups moderator David 
Lawrence.)

Rec.arts.movies.production will be an unmoderated newsgroup.  Articles 
should be relevant to the topic of film production (not film criticism, 
appreciation, or review - all of which are appropriate topics for 
rec.arts.movies).  Anyone will be able to post to this newsgroup.  Any 
discussion and criticism should be constructive.  Posting an article 
should be done in a mature and responsible way.  Make sure that you 
really want to post an article.  
 
The group rec.arts.movies.production has been proposed to replace the 
current group bit.listserv.film-l, scheduled for removal in about one 
month.  Without rec.arts.movies.production, the current participants of 
bit.listserv.film-l will be forced to take their discussion to other, 
only semi-related groups (rec.arts.movies, rec.arts.cinema, rec.video, 
rec.photo).  None of these groups are suitable for the current discussion 
on bit.listserv.film-l.  (Rec.arts.movies and rec.arts.cinema are 
concerned with existing films, not the process of creation.  Rec.video 
is primarily centered around the technical aspects of video production.  
Rec.photo is concerned with still photography alone, not with the myriad 
aspects (sound, editing, casting, etc) associated with filmmaking.)
