                     REQUEST FOR DISCUSSION (RFD)
            moderated group rec.arts.movies.international

This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup group.name. This is not a
Call for Votes (CFV); you cannot vote at this time. Procedural
details are below.

Newsgroups line:
rec.arts.movies.international	Foreign and Art films. (Moderated)

RATIONALE: rec.arts.movies.international

Provide a forum for the discussion of many films that tend to appear
in some Film Festivals only, and create an avenue for awareness and
discussion of the many films that will rarely appear on your local
cinema. Most have one thing in common .. subtitles, generally the
accepted standard for "foreign" films.

CHARTER: rec.arts.movies.international

Foreign Film, is rarely discussed in the Internet, although
rec.arts.movies.reviews occasionaly shows postings of reviews
referring to a few of these films. However, it is not a forum for
discussion, and it does not appear to generate much in the area of
curiosity for these fine, and mostly unknown, films.

It is the goal of the newsgroup to generate INFORMATION, DISCUSSION,
REVIEWS, and other related information, for many unknown films.

It is intended to connect this newsgroup to the INTERNET MOVIE
DATABASE, as a way to add more links and information, regarding many
of these films.

Awareness of the many Film Festivals around the world, would be helped
with such a newsgroup as this, by posting what they are showing, and
when these events take place.

At least two reviewers will be used at the start of this newsgroup, to
regularly post reviews of films, that could/should add to the
discussion.

END CHARTER.

MODERATOR INFO: rec.arts.movies.international

Moderator: Pedro Sena <art@accces.com>

Regular rules for POSTING, and FAQ's apply, and would be posted every
30 days, or as often as admin believes it to be necessary.

Moderator, does not believe that ths newsgroup would attract "chatter"
or undesireables, that might otherwise maintain a good newsgroup on
topic.

END MODERATOR INFO.

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase
of the process, any potential problems with the proposed newsgroups
should be raised and resolved. The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a Call For
Votes (CFV) will be posted by a neutral vote taker. Please do not
attempt to vote until this happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation
guidelines outlined in "How to Create a New Usenet Newsgroup" and "How
to Format and Submit a New Group Proposal". Please refer to these
documents (available in news.announce.newgroups) if you have any
questions about the process.

                     REQUEST FOR DISCUSSION (RFD)
            moderated group rec.arts.movies.international

Proposing the creation of a new moderated group named
rec.arts.movies.international. Please do not vote at this time, as this
is only a Request For Discussion.

Newsgroups line:
rec.arts.movies.international	Foreign and Art films. (Moderated)

CHANGES from previous RFD:

1. Wording, as per various suggestions made in the news.groups
discussions.

RATIONALE: rec.arts.movies.international

Create a forum for the discussion of many films found in World Cinema,
that tend to appear in some Film Festivals only. This is an
opportunity whereby the awareness and discussion of these films, will
help add to their luster and appeal, in the public eye. Most of these
films, have one thing in common .. SUBTITLES, generally the accepted
standard for "foreign" films.

CHARTER: rec.arts.movies.international

Foreign Film information, or any International/World Cinema question,
is not easy to find in the Internet. One newsgroup,
rec.arts.movies.reviews, shows postings of reviews referring to a few
of these films, of which I am a contributor every chance I
get. However, it is not a forum for discussion.

Other newsgroups on film and movies exist, but none has a spot, or a
place that aids the centering of the discussion of these foreign
films. It is the hope and desire of the proponent that we can create
this newsgroup, to facilitate the Discussion, Reviews, and
Information, on many of these films.

It is the hope of the moderator in this newsgroup, to have this
newsgroup indexed at the INTERNET MOVIE DATABASE, as a way to add more
links and information, regarding many of these films. A proposal has
been entered at the IMD to add a script that would index a "REVIEW"
which would then be archived at the IMD.

This newsgroup would also facilitate news briefings, and reports to
the various Film Festivals around the world, some of which have
already expressed interest in participating in a newsgroup of this
kind. On topic, would be listing of films, and various notes regarding
it, as well as Reviews.

At least three reviewers have been asked, and are now ready, to
regularly post reviews of films.

At this time, the support staff for this group is collecting evidence
from several Film Festival Web Sites,

This discussion is the 2nd step in creating a newsgroup, and have it
be accepted by all major proponents of newsgroups. It is also in
keeping with the organizational status of the Usenet, as proposed in
the administrative circles of the Usenet, on the newsgroups

Proposing the creation of a new moderated group named
rec.arts.movies.international.

CHANGES from previous RFD:

1. Wording, as per various suggestions made in the news.groups
discussions.

2. Removal of moderator. Deemed not necessary in discussions.
Proponent Pedro Sena will re-attach his name to the Moderator
position, if admin and others, find it necessary.

3. Addition of words "non-Hollywood/non-American" to proposal.

Newsgroups line:
rec.arts.movies.international	Foreign language art films.

RATIONALE: rec.arts.movies.international

This is a request for discussion, and articulation of ideas, in regards

The Internet does not have an area that would help the many foreign
language film lovers the world over to discuss their opinions, and this
newsgroup facilitates that matter. Film Festivals the world over rarely
fail to attract crowds, which is a sign that there is substantial interest
in this area. For example, the media madness at Cannes is legendary.

Cross Posting of reviews with the newsgroup rec.arts.movies.reviews
is highly recommended as a way to get more information on many
of these films into the Internet Movie Database.

Films that do not generally get a wide release, with emphases on its
foreign origin, non-Hollywood or non-American films.

CHARTER: rec.arts.movies.international

This newsgroup brings to all of us news briefings, and reports on films of
non-Hollywood, non-American genres from individuals and various Film
Festivals around the world, some of which have already expressed interest
in participating in a newsgroup of this kind. On topic, would be listing
of films, and various notes regarding it, as well as Reviews.

American films, including most independent releases, are not on topic in
this newsgroup, and they will be diverted to the proper newsgroups in the
Usenet. However, a centered discussion on the art form itself, mentioning
American film makers, is in line, since American film has offered so many
an inspiration for going ahead and making their own films. For example, in
a Truffaut discussion, it is ok to mention Orson Welles, or film noir, and
discuss specific filmic observations.

Several reviewers have committed to begin posting in this group, and add
to the discussion of many of the films.

END CHARTER.

form itself, mentioning American film makers, is in line,
since American films have offered so many an inspiration
for going ahead and making their own films. For example, a
Francois Truffaut discussion could easily involve mentions
of Orson Welles, and film noir.

Discussion of older "Foreign Language Films" and
specially Award Winners, are encouraged.

group, and add to the discussions.

HOW TO VOTE:

Follow these instructions *exactly*! Votes are counted by computer.
You should send E-MAIL (posts to a newsgroup are invalid) to:

    vote@dogwood.com

Please do not assume that just replying to this message will work.
Check the address before you mail your vote. Your mail message
should contain one and only one of the following vote statements:

    I vote YES on rec.arts.movies.international
    I vote NO on rec.arts.movies.international

    Voter name:

If your mail software does not indicate your real name (for example,
AOL does not), include _exactly_ the statement above on a _separate_
line and add your name after the colon. Having your name in your
signature line is NOT enough! Do NOT join the lines together or
remove the words "Voter name"!

You may also vote ABSTAIN (which records an empty vote) or CANCEL
(which removes any earlier votes). ABSTAIN does not affect the final
vote count in any way but is listed, whereas CANCEL is not.

IMPORTANT VOTING PROCEDURE NOTES:

Standard Guidelines for voting apply. One vote per person, one
account per voter. Votes must be mailed directly from the voter to
the votetaker. Anonymous, forwarded or proxy votes are not valid.
Votes mailed by WWW/HTML/CGI forms are considered to be anonymous
votes.

Vote counting is automated. Failure to follow these directions may
mean that your vote does not get counted. If you do not receive an
acknowledgment of your vote within three days contact the votetaker
about the problem. It's your responsibility to make sure your vote is
registered correctly. Duplicate votes are resolved in favor of the
most recent valid vote. Addresses and votes of all voters will be
published in the final voting results post.

The purpose of a Usenet vote is to determine the genuine interest of
persons who would read a proposed newsgroup. Soliciting votes from
disinterested parties defeats this purpose. Please do not distribute
this CFV. If you must, direct people to the official CFV as posted to
news.announce.newgroups. Distributing pre-marked or otherwise edited
copies of this CFV is generally considered to be vote fraud. When in
doubt, ask the votetaker.

than NO votes.

A five day discussion period follows this announcement. If no
serious allegations of voting irregularities are raised, the

Votetaker: Dave Cornejo <dave@dogwood.com>

RATIONALE: rec.arts.movies.international

Foreign Film information, or any kind any International/World
Cinema questions, are not easy to find in the Internet. The
group "rec.arts.movies.reviews" has the largest selection of
mentions of Foreign Films, in part, because the proponent adds
a significant amount of international film reviews. However,
this newsgroup is not a forum for discussions.

The Internet does not have an area that helps the many Foreign
language film lovers the world over, to discuss their opinions,
and this newsgroup is a first step in facilitating that. Film
Festivals the world over rarely fail to attract crowds, a sign
that there is substantial interest in this area. As an example,
the Media Madness at Cannes, is legendary in all media.
Cross Posting of reviews with rec.arts.movies.reviews is highly
recommended as a way to get more information on many of these
films to/from the Internet Movie Database.

Films that do not get a wide release, with emphasis on its
foreign origin, non Hollywood/mostly non-American films.

CHARTER: rec.arts.movies.international

This newsgroup will bring to all of us, news briefings,
reports, and other information regarding many films of the
non-Hollywood/non-American genres, from individuals, Film
Festivals, and other organizations from around the world,
some of which have expressed interest in this newsgroup.

On topic would be listing of films, various notes, as well
as reviews.

American films, including most independent releases, are not
on topic in this newsgroup, and they will be diverted to the
proper newsgroups in the Usenet, though the newsgroup
"alt.movies.independent" is not a place for discussing
individual films as much as it is a place for advertising
films and work. However, a centered discussion on the art
form itself, mentioning American film makers, is in line,
since American films have offered so many an inspiration
for going ahead and making their own films. For example, a
Francois Truffaut discussion could easily involve mentions
of Orson Welles, and film noir.

Discussion of older "Foreign Language Films" and
specially Award Winners, are encouraged.
