RATIONALE: all groups

The current r.a.c.marketplace group has a perpetually high level of
traffic(*), getting higher as the internet becomes a more popular medium
for commercial activity.  This makes casual participation in the group
very difficult, and scares off many potential buyers and sellers.

(*) average of 155 posts a day over a recent 25-day period, often >225.

Various proposals to split the traffic were made in the rec.arts.comics.*
hierarchy.  The one that received the most support was to separate posts
from those Wanting particular books from posts offering books For Sale.

This proposal does not include the "marketplace" element in the group
names because it would be redundant; the nature of "forsale" and "wanted"
groups would be evident without it.  This is also consistent with how
such groups have been named in other hierarchies (such as comp.forsale/
comp.wanted, misc.forsale/misc.wanted and numerous regional hierarcies).

It's common for an individual collector to concentrate primarily on
buying books (building up or filling holes in their collection) or on
selling books (getting money for college, leaving the hobby, etc.) at a
given time.  But these posts are jumbled together in r.a.c.marketplace,
with "for sale" posts predominating.

Splitting the group would allow individuals in "buy mode" or "sell mode" to
easily read the posts directed at them without having to wade through posts
targetted at their opposite.  Likewise, they would be able to to "target"
their {for sale/wanted} posts at people who are actually {buying/selling}.

Posts from individuals looking to make trades could be crossposted to both
groups.  They are a very small percentage of r.a.c.marketplace traffic.

R.a.c.marketplace users already send follow-ups directly to e-mail, rather
than replying to the group itself, so there should be no problem of "selling"
posts following up on "buying" posts, or vice versa.

RATIONALE: rec.arts.comics.image.universe

In market share, Image Comics straddles the line between third and second
largest publisher in the industry, often changing places on the list with DC
Comics. There is currently an alt.* newsgroup (alt.comics.image) devoted to
these books, and between that newsgroup and the traffic in
rec.arts.comics.misc, there is easily enough news traffic to warrant a
newsgroup for Image Comics.

However, an increasing number of nonsuperhero and formerly self-published
books are now being published by Image.  As these books have little in common
with the vast majority of books published by Image, interconnected titles set
in a shared universe, it was decided that rac.image.universe, a newsgroup
which covers this majority should be created, and exclude these other books.

Further, rac.misc, the newsgroup which currently covers the topics that would
be in rac.image.universe, receives in excess of 150 messages a day.  A split to
siphon off traffic would be good for the hierarchy as a whole.

CHARTER: rec.arts.comics.image.universe

Rec.arts.comics.image.universe is an unmoderated newsgroup devoted to the
discussion of comic books in the Image Comics Universe, the Image Universe in
general, and topics related to said books.
Note, however, that action figures, TV shows, movies, and such are excluded
from discussion, as are sales of comics published by Image.  Other newsgroups
exist for these topics.

Titles appropriate for discussion are those produced by the following studios
