This a formal Request For Discussion (RFD) concerning the creation of a
new unmoderated newsgroup called misc.transport.rail.uk.  This is not a
Call For Votes (CFV).  Please do not vote at this time.

RATIONALE: misc.transport.rail.uk

It is clear from the amount of traffic on the existing (not properly
propagated) newsgroup uk.railway that there is a lot of interest in the
discussion of British railways on the net.  Although this group was never
created properly and many sites do not carry it as a result, between 12th and
15th October 1995 there were 51 messages totalling 83912 bytes of information.
In addition, because of the poor propagation of uk.railway, there is
significant traffic in uk.transport and misc.transport.rail.europe.

There is great resistance by people interested in British railways to use
misc.transport.rail.europe as they see most of the discussion as being
irrelevant to them, and would only be interested in joining a group in the 'Big
8' if it were specifcally about Britain.  In any case, with the exception of
EuroStar, which is very specialised, British railways have nothing in common
with the rest of Europe.

At the moment the UK are reorganising the hierarcy and there are proposals to
rename and formally create 'uk.railway'.  If this happens, then discussion of
British railways will effectively be restricted to those who can receive the uk
hierarchy.  This proposal is an attempt to broaden the scope of the newsgroup
so that people outside the UK who are interested in British railways (of which
I believe there are many) may also join in the discussion.  This is why this
RFD is also being cross-posted to uk.net.news.announce.

CHARTER: misc.transport.rail.uk

Discussions on all aspects of UK railways including history, preservation and
current issues.

Requests of the form 'Where can I get books in the USA' and 'How do I get to my
sister's house from Heathrow' are to be discouraged, as is blatant advertising.
