This is an official Request for Discussion (RFD) on the creation of a
new newsgroup called (probably) "misc.transport.air-industry"

Group name: misc.transport.air-industry
Status: moderated
Distribution: world-wide
Summary: A newsgroup for discussion of the airline industry,
seperate from rec.travel.air (which is a recreational
		    group for air travel discussion).
Proposed by: Helen Rose
		    hrose@kei.com

JUSTIFICATION

rec.travel.air, once a group that contained airline industry discussion,
has become dominated by posters simply interested in seeking the lowest
airline fares. The group has become overrun with queries for "How do I
find the cheapest to Peoria?" (without mentioning from where or which
Peoria). The group has also had considerable trouble with blatant
commercial advertising.

misc.transport.air-industry would permit free discussion of the airline
industry without being impeded by these types of questions.

CHARTER

This would be an moderated newsgroup providing a forum for the
discussion of all aspects of the airline industry. These discussions would
include, but are not limited to:

* Airline deregulation in Europe, effect on member states, and passengers.
* The financial health (or lack thereof) of airlines.
* Airliner models as related to airline routes, resource allocation,
  capacity, etc.
* Comments about the industry from insiders (most US airlines have one or
more employee who reads/posts to the net, we hope to attract serious
comments from these posters to this group).
* Discussion of all aspects of airline management.
* Announcement of fare changes and discussion of their effects on airline
  yields.

ADMINISTRIVIA (Administrative trivia)

This RFD is being issued in accordance with the guidelines set in the
"USENET Newsgroup Creation Companion" that is regularly posted to
news.announce.newgroups.

This RFD will be posted to news.announce.newgroups, as well as
to rec.travel,rec.travel.air,rec.travel.marketplace, rec.travel.asia,
rec.travel.cruises, rec.travel.europe, rec.travel.misc,
rec.travel.usa-canada, sci.aeronautics.airliners, and the airline list
(airline@cunyvm.cuny.edu).

Unless the discussion indicates a need to resubmit a new RFD, the Call
For Votes (CFV) will be posted approximately three to four weeks after
the posting of this RFD. The vote will be co-ordinated by a USENET
Volunteer Vote taker (a neutral third party).

Proposed moderators have not yet been selected, although there have been
many volunteers.

Note that the name has not yet been decided on. The popular choices are:
misc.transport.air
misc.transport.airline
misc.transport.air-industry

rec.travel.air, once a group that contained airline industry discussion,
has become dominated by posters simply interested in seeking the lowest

Topics can range from small cargo charter operations in the far east to
major international passenger carriers such as British Airways, American,
or Lufthansa. All aspects of commercial aviation operations are welcome.

ADMINISTRIVIA (Administrative trivia)

This RFD is being issued in accordance with the guidelines set in the
"USENET Newsgroup Creation Companion" that is regularly posted to
news.announce.newgroups.

This RFD will be posted to news.announce.newgroups, as well as

rec.travel.cruises, rec.travel.europe, rec.travel.misc,

Unless the discussion indicates a need to resubmit a new RFD, the Call
For Votes (CFV) will be posted approximately three to four weeks after
the posting of this RFD. The vote will be co-ordinated by a USENET
Volunteer Vote taker (a neutral third party).

Proposed moderators have not yet been selected, although the list will
likely include at least some of:

myself (hrose@kei.com)
Robert Ashcroft (rna@leland.stanford.edu)
Kevin Cuddeback (k-cuddeback@nwu.edu)
Dan Grove (Daniel.Grove@eng.sun.com)
Nitin Gupta (ngupta@nano.mit.edu)
Lani Teshima-Miller (teshima@uhunix.uhcc.hawaii.edu)
Stephan Tolboom (S.Tolboom@kub.nl)

There will likely be at least four people out of this list who will
definitely be full-time moderators (with the remainder likely being backup
moderators) as well as a few more people (who I have not been able to get
in contact with to confirm their inclusion). I hope to have a total of
10-12 fulltime and backup moderators.

HOW TO VOTE
-----------

You should send E-MAIL (posts to a group are invalid) to:

      jamesm@dialogic.com

Just replying by E-MAIL to this message should work, assuming you are
reading this using standard newsreader software. Your mail message
should contain one and only one of the following statements:

      I vote YES on misc.transport.air-industry
      I vote NO on misc.transport.air-industry
      I ABSTAIN on misc.transport.air-industry
I CANCEL my vote on misc.transport.air-industry

You may add a comment, or use other wording, but only a definite,
unconditional, unambiguous statement for or against the creation of
misc.transport.air-industry will count as a vote.

Neither ABSTAIN nor CANCEL messages are counted as votes; they serve
only to cancel any previous vote. Abstentions are noted in the final
vote list, whereas CANCEL removes your vote from that list entirely.
(This is the only difference between the two.)

If you later change your mind you may vote again; only your last valid
vote will count.

All votes will be acknowledged by E-mail. If you don't receive an
acknowledgment within a few days of your vote, vote again. It is your
responsibility to make sure your vote is registered correctly.

Standard Guidelines for voting apply: no more than one vote per person,
no more than one vote per account. If you attempt multiple votes or
other vote fraud, all your votes may be canceled and your name published.

RESULT
------

The complete vote list will be posted with the vote result, including
how each person voted. Note that Usenet votes are not done by secret
ballot.

There will then be a five-day period during which the published vote
list may be corrected and any irregularities addressed. The
requirements for group creation are 100 more YES votes than NO votes,
and 2/3 of all counted votes being YES.
