This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup group.name.  This is not a

RATIONALE: misc.activism.radical-left

There is currently a high-volume newsgroup by the name
"alt.politics.radical-left". This proposal intends to move that
newsgroup into the "big 8" hierachy in order to increase propagation
-- the number of sites the newsgroup is available at -- and make it
automoderated to stop the excessive crossposting that is now
threatening to strangle the newsgroup.

A simple Dejanews search reveals that 18095 articles have been posted
or crossposted to alt.politics.radical-left since 4. January 1997. (By
comparison similiarily misc.activism.progressive received 6153
articles, alt.politics.socialism 2205 and soc.politics.marxism 168.)

The newsgroup "alt.politics.radical-left" will not technically be
affected in any way -- it will NOT be removed by this proposal.

The new newsgroup will not be content-moderated. Moderation will be
applied mechanically and automatically by the moderation software
according to the rules of the charter below.

CHARTER: misc.activism.radical-left

The "radical left" includes quite a lot of different political
categories, groups and traditions. Common to all is that our
political views collide with those of mainstream politics and
originate from a left-wing perspective. This newsgroup is for the
discussion of issues that are of concern and interest to the radical
left in general and internationally, either from or against a
left-wing perspective.

Articles may not be posted here if they are more appropriate in
another newsgroup. Press-articles or other kinds of mass posts are not
appropriate (these can be sent to misc.activism.progressive or
alt.politics.radical-left). Commercials are not allowed.

Posts to the newsgroup will be automatically accepted as long as they

There were 115 YES votes and 90 NO votes, for a total of 205 valid votes.
There was 1 abstain.

For group passage, YES votes must be at least 2/3 of all valid (YES and NO)
votes.   There also must be at least 100 more YES votes than NO votes.

There is a five day discussion period after these results are posted.
Unless serious allegations of voting irregularities are raised, the group may
not be voted on again for six months.

RATIONALE: misc.activism.radical-left

There is currently a high-volume newsgroup by the name
"alt.politics.radical-left". This proposal intends to move that
newsgroup into the "big 8" hierachy in order to increase propagation
-- the number of sites the newsgroup is available at -- and make it
automoderated to stop the excessive crossposting that is now
threatening to strangle the newsgroup.

A simple Dejanews search reveals that 15389 articles have been posted
or crossposted to alt.politics.radical-left from 4. January to 19. March
1997. (By comparison misc.activism.progressive received 4566
articles, soc.politics.marxism 200 and news.groups 11287 in the same period.)

The newsgroup "alt.politics.radical-left" will not technically be
affected in any way -- it will NOT be removed by this proposal.

The new newsgroup will NOT be content-moderated. Moderation will be
applied mechanically and automatically by the moderation software
according to the rules of the charter below. The moderators will be
maintainers of the robomoderation software, and not pass subjective
judgement on any articles.

CHARTER: misc.activism.radical-left

The "radical left" includes quite a lot of different political
categories, groups and traditions. Common to all is that our
political views collide with those of mainstream politics and
originate from a left-wing perspective. This newsgroup is for the
discussion of issues that are of concern and interest to the radical
left in general and internationally, either from or against a
left-wing perspective.

Articles may not be posted here if they are more appropriate in
another newsgroup. Press-articles or other kinds of mass posts are
not appropriate (these can be sent to misc.activism.progressive or
alt.politics.radical-left). Commercials and chain-letters are not
allowed.

A post to the newsgroup will be automatically accepted as long as...
 1) ...its newsgroups line includes no more than two newsgroups
 2) ...it has not already been submitted to the newsgroup
 3) ...the poster's address does not require a valid PGP signature
       (these will be treated differently, see below)
 4) ...the poster is not on the auto-rejection list (see below)

Newsgroup policy can be changed by vote with 2/3 majority. Such a
vote can also place an email address, several email addresses or an entire
domain on the auto-rejection list. To initiate a vote, raise the
problem in the newsgroup, then send a formal request to the
moderators a week later. Votes are started at the moderators' discretion, and
run by the moderators. No new criterias for approval of postings will be
added to the moderation software without a vote.

Franchise may be restricted to those who have posted to the newsgroup
in the last few months if it is feared that extensive campaigning
will take place outside of the newsgroup itself in order to affect the
outcome of the vote.

In the event of denial of service attacks (massively filling the
newsgroup with junk), several fake approvals, spam or other serious
forms of net abuse, the moderators will contact the violator's ISP,
report the incident to news.admin.net-abuse.usenet, put the address
on the auto-rejection list and cancel the offending articles.

The newsgroup software will support PGP encryption and signing.
Posters may register their public PGP key and demand that no posts
from their accounts are approved unless signed with their private PGP
key.
