                     REQUEST FOR DISCUSSION (RFD)
                  moderated group comp.org.team-os2

Newsgroup line:
comp.org.team-os2	Users promoting the OS/2 operating system. (Moderated)

This is a formal Request For Discussion (RFD) for the creation of a
world-wide moderated Usenet newsgroup comp.org.team-os2. This is not a
Call for Votes (CFV); you cannot vote at this time. Procedural
details are below.

RATIONALE: comp.org.team-os2

Team OS/2 is an international organisation with the aim of promoting
IBM's OS/2 Warp operating system at a grass roots level. There is a
requirement for a news group that allows members to discuss the
matters related to these goals in a relaxed environment. Newsgroups
where such discussion might usually occur are comp.os.os2.advocacy and
alt.org.team-os2. The former group is very high volume, and the
activities of Team OS/2 are of little interest to many subscribers, who
are interested in debating the relative merits of various operating
systems. As a result, the alt.org.team-os2 newsgroup was created.
However, this group has been subject to the problem of poor
propagation, and has also been used for messages more appropriate
to an advocacy group, creating an environment that many Teamers find
intimidating.

CHARTER: comp.org.team-os2

1) comp.org.team-os2 is a moderated newsgroup for the discussion of
information relating to the informal organisiation Team OS/2. This
includes, but is not limited to, OS/2 demos, product announcements,
networking between members, OS/2 user groups, discussion of IBM
marketing of OS/2 and ideas for promoting a wider acceptance of OS/2.

2) The focus of messages posted to the group should be OS/2 and/or Team
OS/2.

3) The following are not appropriate within this group: operating
system advocacy, product advertisements, private "for sale" message,
technical questions, or personal attacks.

4) The moderator will accept all articles complying with this charter,
Cross posted articles will be posted to all groups listed. The
mdoerator may, at her discretion, alter the layout of an article to
improve readability, or trim signatures over four lines in length. She
may NOT alter the text of an article deemed to be in compliance with
the charter.

END CHARTER.

MODERATOR INFO: comp.org.team-os2

Moderator: Christian A. Scarborough <ccs95@aber.ac.uk>

Christian Scarborough created a similar worldwide discussion group on
the Fidonet BBS network and moderated it for over 3 years.

The moderator's duties would involve rejecting articles that do not
conform to the group charter.

It is hoped that one or two backup moderators will also be appointed.
Any interested parties should apply to the email address above.

END MODERATOR INFO.

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase
of the process, any potential problems with the proposed newsgroups
should be raised and resolved. The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a Call For
Votes (CFV) may be posted by a neutral vote taker if the discussion
warrants it. Please do not attempt to vote until this happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation
guidelines outlined in "How to Create a New Usenet Newsgroup" and "How
to Format and Submit a New Group Proposal". Please refer to these
documents (available in news.announce.newgroups) if you have any
questions about the process.

DISTRIBUTION:

HOW TO VOTE

Send E-MAIL to: cot@infobahn.net

Your e-mail message should contain one and only one of the
following statements:

      I vote YES on comp.org.team-os2
      I vote NO on comp.org.team-os2

You may also vote ABSTAIN or CANCEL; these are not counted as
votes and don't affect the vote count.

Anything else will be rejected by the automatic vote counting
program. The votetaker will respond to your received ballots
with a personal acknowledgment by mail - if you do not receive
one within several days, try again. It's your responsibility to
make sure your vote is registered correctly.

If you later change your mind you may vote again from the same
email address; only your last valid vote will count.

VOTING PROCEDURE NOTES:

Standard Guidelines for voting apply. One person, one vote.
Votes must be mailed directly from the voter to the votetaker.
Anonymous, forwarded or proxy votes are not valid; this includes
votes generated by WWW/HTML/CGI forms.

Vote counting is automated. Failure to follow these directions will
mean that your vote does not get counted. Duplicate votes are
resolved in favor of the most recent valid vote. Addresses and votes
of all voters will be published in the final voting results post.

The purpose of a Usenet vote is to determine the genuine interest of
persons who would read a proposed newsgroup. Soliciting votes from
disinterested parties defeats this purpose. Please do not
redistribute this CFV. If you must, direct people to the official CFV
as posted to news.announce.newgroups. Distributing pre-marked or
otherwise edited copies of this CFV will result in those votes being
cancelled. When in doubt, ask the votetaker.

Common errors include quoting the entire article and sending your vote
to the vote-takers personal address. Either of these two could result
in your vote not being counted.

DISTRIBUTION:

This CFV has been cross-posted to:

        alt.org.team-os2
        comp.os.os2.advocacy
