                     REQUEST FOR DISCUSSION (RFD)
                 unmoderated group comp.lang.labview

This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup comp.lang.labview. This is
not a Call for Votes (CFV); you cannot vote at this time. Procedural
details are below.

Newsgroup line: comp.lang.labview Discussion of issues related to LabVIEW.

RATIONALE: comp.lang.labview

Labview is a computer language used in industry. It is a computer
language. It is best placed under comp.lang.labview.

END RATIONALE:

CHARTER: comp.lang.labview

comp.lang.labview main use will be for discussion about the LabVIEW
language. It can include discussion about intrumentation, drivers and
other information that is directly related to LabVIEW.

The newsgroup is _not_ for the purpose of posting binaries, requesting
binaries or advice on how to find binaries, personal ads or posts for
the sole purpose of soliciting meetings, erotic fiction, or commercial
advertisements, except as noted below. Off-topic messages, flames,
and trolls are also not appropriate.

Readers who use any information that appears in the newsgroup do so at
their own risk. The copyright for all posts either remains with the
poster, or in the public domain, as appropriate.

END CHARTER.

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase
of the process, any potential problems with the proposed newsgroups
should be raised and resolved. The discussion period will continue for
a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a Call For
Votes (CFV) may be posted by a neutral vote taker if the discussion
warrants it. Please do not attempt to vote until this happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation
guidelines outlined in "How to Create a New Usenet Newsgroup" and "How
to Format and Submit a New Group Proposal". Please refer to these
documents (available in news.announce.newgroups) if you have any
questions about the process.

DISTRIBUTION:

This RFD has been posted to the following newsgroups:

Newsgroups line:
comp.lang.labview	Labview Software Discussion Group.

Votes must be received by 23:59:59 UTC, 26 Aug 1997.

This vote is being conducted by a neutral third party. Questions

RATIONALE: comp.lang.labview

The manufactuer of the product LabVIEW is National Instruments
located at

http://www.natinst.com.

LabVIEW is a product used by many people all over the world.
Here is a list of National Instuments Alliance Members which support
LabVIEW and National Instruments. The Alliance Members are usually
engineering consultants for the general LabVIEW population. This list
is located here:

http://digital.natinst.com/alliance.nsf

Currently the only good way to communicate or discuss
information about the LabVIEW product is via a mail-server which
can be viewed at

http://eatworms.swmed.edu/~labview/maillist/mailindex1.html

As can be seen in this group, There is alot of traffic in regard to
LabVIEW. Many people in this mail-list support a group for LabVIEW.

If a group existed many LabVIEW programmers would have the ability to
search through information in the group.Currently, there is a seven
year archive of this mail-server at

ftp://ftp.pica.army.mil/pub/labview/list-archives

I would not like to see this kind of information be unavailable to the
thousands of LabVIEW programmers.

Labview (A National Instruments Product) has become a programming
language that supports the Largest Data Acquisition Company in the
World, National Instruments. And the information stockpile needs to
available and searchable.

One source of information is not prudent given the importants of the
discussions people have about LabVIEW.

Please do not post information about the group comp.lang.labview to
the Info-Labview Mail Server. The Info-Labview List Maintainer has
made it clear that he does not want the discussion of
comp.lang.labview on his mail-server to occur.

IMPORTANT VOTING INFORMATION:

Standard Guidelines for voting apply. One vote per person, one vote
per account. Votes must be mailed directly from the voter to the
votetaker. Anonymous, forwarded or proxy votes are not valid. Votes
mailed by WWW/HTML/CGI forms are considered anonymous votes.

Addresses and votes of all voters will be published in the final
voting results post. Duplicate votes will be resolved in favor of the
most recent valid vote.

The purpose of a Usenet vote is to determine the genuine interest of
persons who would read a proposed newsgroup. Soliciting votes from
disinterested parties defeats this purpose. Please do *not*
distribute this CFV; instead, direct people to the official CFV posted
to news.announce.newgroups. Distributing pre-marked, incomplete, or
otherwise edited copies of this CFV is generally considered to be vote
fraud.

When in doubt, ask the votetaker.

HOW TO VOTE:

Extract the ballot from the CFV by deleting everything before the
"BEGINNING OF BALLOT" and after the "END OF BALLOT" lines. Please do
*not* send the entire CFV back to me!

Don't worry about the spacing of the columns or any quote characters
(">") that your software inserts.

Provide your real name on the line that asks for it, and indicate your
vote in the brackets beside the group name. Valid votes are YES, NO,
ABSTAIN, and CANCEL.

Examples of how to properly indicate your vote (do not vote here):
  [ YES ] example.vote.yes
  [ NO ] example.vote.no
  [ ABSTAIN ] example.abstention
  [ CANCEL ] example.cancellation

Do *not* modify, alter or delete any other information in this ballot.
Vote counting is automated, and failure to follow these instructions
means the software may reject your ballot.

When you're finished, mail the ballot to <mcq@wco.com>. Just
"replying" to this message should work, but check the "To:" line. If
you ordinarily use a spam block, please delete it and use a valid
address to vote.

If you do not receive an acknowledgment of your vote within three
days, contact the votetaker about the problem. You are responsible
for reading your ack and making sure your vote is registered
correctly.

LAST CALL FOR VOTES (of 2)
                 unmoderated group comp.lang.labview

Newsgroups line:
comp.lang.labview	Labview Software Discussion Group.

Votes must be received by 23:59:59 UTC, 26 Aug 1997.

This vote is being conducted by a neutral third party. Questions
about the proposed group should be directed to the proponent.

Proponent: Chuck Streb <streb@che.rochester.edu>
Votetaker: Rebecca McQuitty <mcq@wco.com>

You are responsible
for reading your ack and making sure your vote is registered
correctly.

                     REQUEST FOR DISCUSSION (RFD)
                 unmoderated group comp.lang.labview

This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup comp.lang.labview. This is
not a Call for Votes (CFV); you cannot vote at this time. Procedural
details are below.

Newsgroup line:
comp.lang.labview	Discussion of issues related to LabVIEW.

RATIONALE: comp.lang.labview

Labview is a computer language used in industry. It is a computer
language designed for instrumentation. It is best placed under
comp.lang.labview. The manufactuer of the product LabVIEW is National
Instruments located at

http://www.natinst.com.

LabVIEW is a product used by many people all over the
world. Here is a list of National Instuments Alliance Members which
support LabVIEW and National Instruments. The Alliance Members are
usually engineering consultants for the general LabVIEW population.
This list is located here:

http://digital.natinst.com/alliance.nsf

Currently the only good way to communicate or discuss
information about the LabVIEW product is via a mail-server which can
be viewed at

http://eatworms.swmed.edu/~labview/maillist/mailindex1.html

As can be seen in this group, There is alot of traffic in regard to
LabVIEW as many as 50 responses a day. Many people in this mail-list
support a group for LabVIEW.

Labview(A National Instruments Product) has become a programming
language that supports the Largest Data Acquisition Company in the
World, National Instruments. And the information stockpile needs to
available and searchable.

One source of information is not prudent given the importants of the
discussions people have about LabVIEW.

HOW TO VOTE:

Follow these instructions *exactly*! Votes are counted by computer.
You should send E-MAIL (posts to a newsgroup are invalid) to:

    vote@dogwood.com

Please do not assume that just replying to this message will work.
Check the address before you mail your vote. Your mail message
should contain one and only one of the following vote statements:

    I vote YES on comp.lang.labview
    I vote NO on comp.lang.labview

    Voter name:

If your mail software does not indicate your real name (for example,
AOL does not), include _exactly_ the statement above on a _separate_
line and add your name after the colon. Having your name in your
signature line is NOT enough! Do NOT join the lines together or
remove the words "Voter name"!

You may also vote ABSTAIN (which records an empty vote) or CANCEL
(which removes any earlier votes). ABSTAIN does not affect the final
vote count in any way but is listed, whereas CANCEL is not.

IMPORTANT VOTING PROCEDURE NOTES:

Standard Guidelines for voting apply. One vote per person, one
account per voter. Votes must be mailed directly from the voter to
the votetaker. Anonymous, forwarded or proxy votes are not valid.
Votes mailed by WWW/HTML/CGI forms are considered to be anonymous
votes.

Vote counting is automated. Failure to follow these directions may
mean that your vote does not get counted. If you do not receive an
acknowledgment of your vote within three days contact the votetaker
about the problem. It's your responsibility to make sure your vote is
registered correctly. Duplicate votes are resolved in favor of the
most recent valid vote. Addresses and votes of all voters will be
published in the final voting results post.

The purpose of a Usenet vote is to determine the genuine interest of
persons who would read a proposed newsgroup. Soliciting votes from
disinterested parties defeats this purpose. Please do not distribute
this CFV. If you must, direct people to the official CFV as posted to
news.announce.newgroups. Distributing pre-marked or otherwise edited
copies of this CFV is generally considered to be vote fraud. When in
doubt, ask the votetaker.

DISTRIBUTION:

In addition to the groups named in the Newsgroups: header, the CFV
and the eventual RESULT posts will be mailed to these mailing lists:

Mailing list name: Labview Newsgroup
Submission address: lvnewsgroup@viewpointusa.com

viewed at

http://eatworms.swmed.edu/~labview/maillist/mailindex1.html

As can be seen in this group, There is alot of traffic in regard to
LabVIEW as many as 50 responses a day. Many people in this mail-list
support a group for LabVIEW.

If a group existed many LabVIEW programmers would have the ability to
search through information in the group.Currently, there is a seven year

archive of this mail-server at

ftp://ftp.pica.army.mil/pub/labview/list-archives

I would not like to see this kind of information be unavailable to the
thousands of LabVIEW programmers.

Labview (a National Instruments Product) has become a programming
language that supports the Largest Data Acquisition Company in the
World, National Instruments. And the information stockpile needs to
available and searchable.

One source of information is not prudent given the importants of the
discussions people have about LabVIEW.
