This is a request for discussion (RFD) about creating a new moderated
Usenet newsgroup, comp.lang.c++.moderated.

RATIONALE: comp.lang.c++.moderated

The C++ programming language is becoming increasingly popular as is Usenet.
These two surges of interest have resulted in an enormous volume of traffic
in un-moderated discussion groups, much of which is of little value to the
parties trying to participate in a meaningful and topical manner.

There is therefore a need to provide a forum for which people with interest
in programming in the C++ language can freely and openly discuss their
problems and solutions, keep abreast of developments in C++, and interact
with their peers around the world.  In order to keep discussions centered
on the C++ programming language and to better serve the C++ community in
its entirety, a moderated discussion group is required.

At the same time, there is also a demand for a continuing low-delay
unmoderated forum. Hence, this proposal is for the creation of a new
moderated group coupled with the existing unmoderated group
comp.lang.c++.

This RFD favors this option because:
	1) it interferes less with existing practices and thus will
	   more likely lead to manageable moderation duties,
	2) it parallels what was done with in the comp.lang.c and
           thus is quite intuitive.


CHARTER: comp.lang.c++.moderated

comp.lang.c++.moderated is an moderated news group for discussion of
common C++ programming issues.  Welcomed topics of discussion will
include any topic directly related to the C++ programming language.
The moderators will decide which posts are of general interest to the
worldwide C++ community.  The moderators are free to reject any post
which is deemed to be system-specific, covered by the comp.lang.c++
FAQ(s), and/or more appropriate to another Usenet discussion group.
Obvious homework problems and trivial questions that can be answered
by quick inspection of any C++ text may also be con- sidered
off-topic.  Very broad questions which could equally apply to any
computer programming language may also be considered off-topic by the
moderators.  Advocacy and "flame wars" about C++ will be considered
off-topic.

Gray areas which are up to the opinion of the moderator and the
specific content of the post shall include: C++ standardization
issues, commercial posts, or other advertisements.

Overall, the moderators shall lean towards accepting posts and the free
exchange of ideas and general discussion of C++ issues.

PROCEDURE:

After a discussion period of 30 days, if there are no overwhelming
objections to the formation of the group, a CFV (Call For Votes) will
