This RFD is being issued in accordance with the guidelines set in
the "How to Create a New Usenet Newsgroup" FAQ regularly posted to
news.announce.newgroups. Please refer to that article if you have
any questions about the rules governing newsgroup creation.

This post is a Request For Discussion (RFD) regarding the
reorganization of the comp.infosystems.www hierarchy of
newsgroups.

Over the eight months since the last reorganization, it has become
apparent that the volume of the newsgroups is again
out of control. In order to make the newsgroups
more useful, the following reorganization is proposed.

THIS IS NOT A CALL FOR VOTES. Please post your COMMENTS,
not votes, to news.groups, where (according to the USENET
guidelines) newsgroup creation discussions are to take place.

PROPOSAL

The following newsgroups are to be created. The existing
newsgroups comp.infosystems.www.providers and comp.infosystems.www.users
will be removed, presumably by renaming them. The existing
newsgroups comp.infosystems.www.announce and comp.infosystems.www.misc
will not be affected. Detailed explanation follows the list;
please read the entire post before responding.

comp.infosystems.www.advocacy
comp.infosystems.www.browsers.mac
comp.infosystems.www.browsers.misc
comp.infosystems.www.browsers.ms-windows
comp.infosystems.www.servers.ms-windows
comp.infosystems.www.servers.unix
comp.infosystems.www.servers.mac
comp.infosystems.www.servers.misc
comp.infosystems.www.authoring.html
comp.infosystems.www.authoring.cgi
comp.infosystems.www.authoring.imagemaps
comp.infosystems.www.authoring.images
comp.infosystems.www.authoring.security

[Again, not ethat comp.infosystems.www.announce and
comp.infosystems.www.misc already exist and are not
affected by the reorganization.]

Rationale
---------

Previous divisions appeared to split the groups into classes of
people, although this was not intentional. This led to confusion,
even to the point of posts to comp.infosystems.www.providers which
said "I'm a provider, so I can post whatever I want to
comp.infosystems.www.providers." In order to avoid confusion
of this sort, the new organization splits by SUBJECT MATTER,
not by intended readership.

comp.infosystems.www.advocacy

"The web is better than print", "Netscape is better than
anything else", "Mosaic is so good it makes me cry", "your browser
sucks", and related, equally useless threads.

comp.infosystems.www.authoring.html

Discussion of HTML as it relates to web page authoring.

comp.infosystems.www.authoring.cgi

Discussion of the development of CGI scripts to handle the results
of forms, generate images on the fly, and so on.

comp.infosystems.www.authoring.images

Discussion of the creation and editing of images as it relates
to web page authoring. How best to leverage the image-display
capabilities of the web, et cetera.

comp.infosystems.www.authoring.imagemaps

Discussion of the creation, editing and installation of image maps
(clickable images leading to many destinations from the same
source image) on the web. Although imagemaps are currently CGI-based,
HTML-based and image format-based solutions are on the horizon, and
it is logical to have a group for the topic as a whole.

comp.infosystems.www.authoring.security

Discussion of techniques for providing security for World Wide
Web resources.

comp.infosystems.www.authoring.misc

Miscellaneous World Wide Web authoring issues not covered by the above.

comp.infosystems.www.browsers.mac
comp.infosystems.www.browsers.ms-windows
comp.infosystems.www.browsers.unix
comp.infosystems.www.browsers.misc

Discussion of World Wide Web browsers for each of the specified
architectures. This division is necessary in order to contain
the volume of discussion. Splitting by browser is impractical given
that browsers come and go rapidly, much more rapidly than newsgroups
can be created. Most posts about browser use concern problems and
solutions that are fairly platform-specific.

comp.infosystems.www.servers.mac
comp.infosystems.www.servers.ms-windows
comp.infosystems.www.servers.unix
comp.infosystems.www.servers.misc

Discussion of World Wide Web servers for each of the specified
architectures. Servers are primarily platform-specific, or differ
sufficiently from platform to platform that questions are unlikely to
have the same answer from one to the next.

comp.infosystems.www.misc

Miscellaneous World Wide Web discussion which does not fit into the above
categories.

PROPONENT

This RFD was prepared by Thomas Boutell, with assistance from
M.L. Grant. Correspondence should be posted to news.groups, or
emailed to boutell@netcom.com. If you wish your comments to
be public, please post to news.groups.

DISTRIBUTION

This RFD was posted to comp.infosystems.www.providers,
comp.infosystems.www.misc, comp.infosystems.www.users, news.groups,
and news.announce.newgroups. Pointers to the discussion will be posted
to comp.infosystems.www.announce and alt.hypertext.

                    SECOND REQUEST FOR DISCUSSION
                 comp.infosystems.www reorganization

Changes:

(1) elimination of comp.infosystems.www.authoring.imagemaps (not
enough regular discussion to warrant a separate group)

(2) change of comp.infosystems.www.browsers.unix to c.i.w.b.x-window

(3) addition of rationale for no new announce newsgroups

(4) spelling and consistency errors fixed

Changes since the second RFD:

(1) change of c.i.w.browsers.x-window to c.i.w.browsers.x because
of the other *.x newsgroups and the tendency of *.x-window newsgroups
to receive MS-DOS Windows traffic.

(2) removal of c.i.w.authoring.security because of the pre-existence
of the comp.security.* groups. Perhaps there should be a comp.security.www,
instead, but that is beyond the scope of this RFD and is NOT part of
it.

(3) addition of clearer rationales for c.i.w.advocacy and the lack
of c.i.w.authoring.{multimedia-name} groups.

This RFD is being issued in accordance with the guidelines set in
the "How to Create a New Usenet Newsgroup" FAQ regularly posted to

RATIONALE

Previous divisions appeared to split the groups into classes of

  comp.infosystems.www.advocacy

"The web is better than print"; "Netscape is better than anything
else"; "CERN httpd kicks butt"; etc.

Advocacy groups enjoy good traffic levels and are a great place
to siphon off off-topic posts and to direct follow-ups. Without
a Web advocacy group, the other groups (especially the browser
groups) are likely to be flooded with "Netscape rules" and "I
love Lynx" posts, and prove useless to people who need help with
browser configuration or other difficulties.

People will, of course, post praises for their favorite Mac browser
in c.i.w.b.mac; but with an advocacy group in the Web hierarchy,
they can direct follow-ups (or be flamed) appropriately.

  comp.infosystems.www.authoring.html

Discussion of HTML as it relates to web page authoring.

  comp.infosystems.www.authoring.cgi

to web page authoring. How best to leverage the image-display
capabilities of the web, et cetera.

  comp.infosystems.www.authoring.misc

Miscellaneous World-Wide Web authoring issues not covered by the above.
The use of audio and video on the Web is, as yet, minimal; those
issues can be dealt with in a later proposal.

  comp.infosystems.www.browsers.mac
  comp.infosystems.www.browsers.ms-windows
  comp.infosystems.www.browsers.x
  comp.infosystems.www.browsers.misc

Discussion of World-Wide Web browsers for each of the specified
architectures. This division is necessary in order to contain
the volume of discussion. Splitting by browser is impractical given
that browsers come and go rapidly, much more rapidly than newsgroups

RATIONALE

This is the rationale for the proposal as submitted by the proponent.

Previous divisions appeared to split the groups into classes of people,
although this was not intentional. This led to confusion, even to the
point of posts to comp.infosystems.www.providers which said "I'm a provider,
so I can post whatever I want to comp.infosystems.www.providers." In order
to avoid confusion of this sort, the new organization splits by SUBJECT
MATTER, not by intended readership. Separate newsgroups for each browser
have been suggested, but browsers continually change names, appear and
disappear. Most browser questions relate to a specific platform.

CHARTERS

These are the newsgroup charters as submitted by the proponent.

The following newsgroups are to be created. The existing newsgroups
   comp.infosystems.www.providers and comp.infosystems.www.users will be
   removed, by renaming comp.infosystems.www.providers to
   comp.infosystems.www.authoring.misc and comp.infosystems.www.users to
   comp.infosystems.www.browsers.misc. The existing newsgroups
   comp.infosystems.www.announce and comp.infosystems.www.misc will
not be affected. Detailed explanation follows the list; please read
   the entire post before responding.

   [Note that comp.infosystems.www.announce and comp.infosystems.www.misc
already exist and are not affected by the reorganization.]

     comp.infosystems.www.advocacy

This newsgroup is for comments, arguments, debates, and
discussions about which Web browsers, servers, external
viewer programs, and other software is better or worse than
any other. Posts should not be crossposted to this group
and to any other Web group. However, this group is a good
place to direct follow-ups if a thread in another Web
group begins to take on a "this program is better than
   that one" flavor.

   Possible subjects include:

"The web is better than print"; "Netscape is better than anything
else"; "CERN httpd kicks butt"; etc.

     comp.infosystems.www.authoring.html

This newsgroup covers discussion of HyperText Markup Language (HTML)
as it relates to web page authoring. Possible subjects include

subjects include discussion how to handle the results of forms, how to
generate images on the fly, and how to put together other interactive
   Web offerings.

     comp.infosystems.www.authoring.images

This newsgroup covers discussion of the creation and editing of images
as they relate to web page authoring. Possible subjects include how best
to leverage the image-display capabilities of the web and common questions
and solutions for putting up imagemaps.

     comp.infosystems.www.authoring.misc

This newsgroup covers miscellaneous World-Wide Web authoring issues
not covered by the other c.i.w.authoring.* groups. Possible subjects
include the use of audio and video, etc.

This newsgroup covers discussion of World-Wide Web browsers for the
X-Window system. Possible subjects include configuration
questions/solutions, external viewers (helper applications), and
   bug reports.

     comp.infosystems.www.browsers.misc

This newsgroup covers discussion of World-Wide Web browsers for
all other platforms. Possible subjects include configuration
questions/solutions, external viewers (helper applications), and

HOW TO VOTE

Erase everything above the "BEGINNING OF BALLOT" line and erase everything
below the "END OF BALLOT" line. Do not erase anything between these lines
and do not change the group names. Basically, remove everything except the

NO in the brackets next to it to vote for or against it. If you don't want
to vote on a particular group, just leave the space blank. Don't worry
about spacing of the columns or any quote characters (">") that your reply

IMPORTANT VOTING PROCEDURE NOTES

Anything other than the official ballot may be rejected by the automatic vote
counting program. The votetaker will respond to your received ballots with
an automated acknowledgement by e-mail - if you do not receive one within
several days, try again. It's your responsibility to make sure your vote is
registered correctly.

Only one vote per person, no more than one vote per account. Addresses and
votes of all voters will be published in the final voting results list.

Duplicate votes will be resolved in favor of the most recent valid vote.

Anonymous votes will not be accepted. Votes mailed by WWW/HTML forms are
considered anonymous votes. (The vote must be mailed directly from the
voter to the votetaker.)

In cases where voting fraud is determined to have occurred, it is standard
operating procedure to delete ALL votes submitted by the violator.

Anyone who distributes pre-filled ballots or modified copies of this CFV
commits voting fraud. If you give anyone copies of the CFV, the copies must
be whole and unmodified.

When in doubt, ask the votetaker.

Note: This is the second reorganization of comp.infosystems.www. The previous
one occurred in March through May 1994. Details are available at
ftp://ftp.uu.net/usenet/news.announce.newgroups/comp/comp.infosystems.www-reorg

OFFICIAL SOURCES OF THE CFV

The only official sources for copies of this CFV are the UseNet newsgroups to
which it is posted including news.announce.newgroups and the e-mail server at
   www-cfv-request@amdahl.com
The CFV server will return a copy of the CFV to the sender. Your message
may be empty because any contents will be ignored.

RATIONALE

This is the rationale for the proposal as submitted by the proponent.

Previous divisions appeared to split the groups into classes of people,
although this was not intentional. This led to confusion, even to the
point of posts to comp.infosystems.www.providers which said "I'm a provider,
so I can post whatever I want to comp.infosystems.www.providers." In order
to avoid confusion of this sort, the new organization splits by SUBJECT
MATTER, not by intended readership. Separate newsgroups for each browser
have been suggested, but browsers continually change names, appear and
disappear. Most browser questions relate to a specific platform.

CHARTERS

These are the newsgroup charters as submitted by the proponent.

The following newsgroups are to be created. The existing newsgroups
   comp.infosystems.www.providers and comp.infosystems.www.users will be
   removed, by renaming comp.infosystems.www.providers to
   comp.infosystems.www.authoring.misc and comp.infosystems.www.users to
   comp.infosystems.www.browsers.misc. The existing newsgroups
   comp.infosystems.www.announce and comp.infosystems.www.misc will

place to direct follow-ups if a thread in another Web
group begins to take on a "this program is better than
   that one" flavor.

HOW TO VOTE

Erase everything above the "BEGINNING OF BALLOT" line and erase everything
below the "END OF BALLOT" line. Do not erase anything between these lines
and do not change the group names. Basically, remove everything except the
ballot - we have to save them all on disk.

Give your name on the line that asks for it. For each group, place a YES or
NO in the brackets next to it to vote for or against it. If you don't want
to vote on a particular group, just leave the space blank. Don't worry
about spacing of the columns or any quote characters (">") that your reply
inserts.

Then mail the ballot to: www-reorg-vote@amdahl.com
Just Replying to this message should work, but check the "To:" line.

Quick voting checklist:
1) Fill in the ballot form shown below.
2) Delete the rest of the CFV from your reply.
3) Make sure your reply goes to www-reorg-vote@amdahl.com
