He attained fame as a profilic bank robber and generally skilled thief yet he was never accused of murder and was never considered a killer like so many other outlaws. The scant evidence of his crimes and life only add to his mystique.

His good looks, charm, and the fact that he robbed banks during the Great Depression when many Americans saw the banking system as the enemy led the country to romanticize his crimes and he attained fame as a kind of folk hero or anti-establishment rebel.

Like his contemporaries John Dillinger and Pretty Boy Floyd, Kelly attained cult status as a lawless rebel for his reckless bank robbing and kidnapping sprees. He died of a massive heart attack in Leavenworth prison at the age of 54.
