RE: The tariff classification of credit card sales slip imprinting machines from China.

Dear Mr. Mulvihill:

In your letter dated March 27, 2008 on behalf of Addressograph Bartizan, you requested a tariff classification ruling. You included descriptive literature with your request.

The merchandise at issue is referred to as imprinters for credit card sales slips. The model 4875 is designed for imprinting sales slips by hand operation. The machine is fitted with an appropriate identifying plate for the vendor that is using the machine and issuing the sales slips. It has a series of seven slides which are used to adjust the numbers for the transaction amount to be imprinted and a bracket to hold the customer’s credit card to be imprinted on the receipt. The user then places a paper sales slip into position on the machine. The sales slip is capable of being imprinted simply by applied pressure of the machine against the embossed numbers, plate and credit card. The operator then slides a pressure roller across the surface of the machine and the sales slip is imprinted.

The model 840 performs the same function as the model 4875, however it operates electronically and uses an internal ink roller to pass over the sales slip to imprint the information from the embossed plates and credit card beneath the sales slip.

The applicable subheading for the credit card sales slip imprinting machines will be 8443.39.9000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for printing machineryother: other. The general rate of duty will be free.
