RE: The tariff classification of cleaning cloths from China

Dear Ms. Messenger:

In your letter dated March 10, 2008 you requested a classification ruling on behalf of Carrand Companies Inc.

The submitted sample, identified as Item 45603AS “Micro fiber Leather Care Cloth Set”, consists of two cleaning cloths. The cloths are made from 80 percent polyester and 20 percent polyamide fabric. They are comprised of two layers of micro fiber cloth with a thin layer of plastic foam in between. One cloth is woven with a waffle effect while the second cloth is a knit pile. The edges of the cloths are finished with a strip of binding fabric. The cloths are used to clean, buff and polish leather components in an automobile.

The applicable subheading for the cloths will be 6307.10.2030, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up articles, including dress patterns: floorcloths, dishcloths, dusters and similar cleaning cloths: other other. The duty rate will be 5.3 percent ad valorem.

The above subheading is not assigned a textile category designation. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise which is the product of World Trade Organization (WTO) member countries.
