It is a sleeve molded of polypropylene plastic material, designed to be affixed to a wall by means of the two strips of mounting tape on the back surface. The holder measures 6 ¼ inches by 2 ½ inches by ½ inch. It is used to hold an air freshener that can be replaced as needed through the opening at the top. The front panel incorporates ten holes to allow the fragrance to dissipate into the room.

The applicable subheading for the air freshener holder will be 3925.90.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for builders’ ware of plastics, not elsewhere specified or included: other. The rate of duty will be 5.3 percent ad valorem.

Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
