RE: The tariff classification of a ladies handbag from China.

Dear Mr. Menard:

In your letter dated August 25, 2005, you requested a classification ruling for a ladies handbag.

The sample submitted is identified as Fossil style #RL8419 and Supplier item #J-105 “Hobo Handbag”. The item is a ladies handbag designed to carry money, keys and small accessories on a daily basis. It is manufactured with an exterior surface of 54.8% jute and 45.2% polypropylene (PP) textile materials. The bag is in chief weight of the jute fabric. The bag features a textile lined interior compartment with a zippered back wall pocket and three open pockets on the opposite wall for cell phone, etc. It is secured by means of a zippered top closure. It measures approximately 13”(W) x 12”(H) x 3”(D). Your sample is being returned as requested.

The applicable subheading for the handbag will be 4202.22.6000, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags, whether or not with shoulder strap, including those without handle, with outer surface of textile materials, of vegetable fibers and not of pile or tufted construction, other. The duty rate will be 5.7 percent ad valorem.

HTS 4202.22.6000 falls within textile category designation 871. Quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
