RE: The tariff classification of a wall mounted key storage box from China.

Dear Mr. Dominguez:

In your letter dated June 24, 2005, you requested a tariff classification ruling.

A photograph and description were provided with your letter. The key storage box is composed of molded ABS plastic. The interior of the box has 24 hooks on which keys can be hung and orderly stored. There are 7 holes punched in the back of the box so that it can be screwed to a wall.

You suggest classification in heading 3923.10.0000, HTS, which provides for articles for the conveyance or packing or goods, of plastics. However, this provision is limited to articles used to package or convey bulk goods or commercial goods. It does not include articles used to organize and store consumer articles.

The applicable subheading for the wall mounted key storage box will be 3925.90.0000 Harmonized Tariff Schedule of the United States (HTS), which provides for builders' ware of plastics, not elsewhere specified or included: other. The rate of duty will be 5.3 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
