The candle assortment is designed as follows: one candle is shaped into an elf holding a Christmas stocking to form the letter J; the next candle is shaped into an elf holding onto a Christmas ornament to form the letter O; the last candle in the assortment is shaped into an elf holding up a package in each arm to form the letter Y. The candle assortment will be classifiable in Chapter 95 of the HTSUSA as other Christmas ornaments.

The applicable subheading for the Christmas candle assortment that spells out J-O-Y, item number 6592720-012, will be 9505.10.2500, Harmonized Tariff Schedule of the United States (HTS), which provides for “Festive, carnival or other entertainment articles, including magic tricks and practical joke articles; parts and accessories thereof: Articles for Christmas festivities and parts and accessories thereof: Christmas ornaments: Other: Other.” The rate of duty will be free.
