RE: The tariff classification of a baby bag from China.

Dear Ms. Dawson:

In your letter dated January 8, 2002, you requested a tariff classification ruling for a baby bag.

The sample submitted is identified as item 1703LM. The item is a baby bag designed to contain a child’s clothing and other personal effects during travel. It is manufactured with an exterior surface of nylon man-made textile material. The interior is textile lined with no additional features. The bag features a front organizer compartment with pockets, side and rear exterior pockets, an attached clear PVC “messy” pouch and a changing pad. The bag has double webbed textile carrying straps and a top textile zippered closure. Your sample is being returned as requested.

The applicable subheading for item 1703LM will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags, with outer surface of textile materials, other, of man-made fibers, other. The rate of duty will be 18.1 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
