RE: The tariff classification of inner and outer races for ball and roller bearings from China.

Dear Mr. Jarosak:

In your letter dated July 31, 2001 you requested a tariff classification ruling on behalf of Kinsho International. The items in question are described as inner and outer races for ball and tapered roller bearings. Technical drawings were submitted.

The items in question include fully machined inner and outer rings for ball bearings, fully machined cups and cones for tapered roller bearings, and forged components for automotive hub and spindle assemblies. With the exception of the article identified in the submitted drawings identified as “INNER RING JR.559431.H220.D40”, which is a cone for a tapered roller bearing, the drawings reveal that the hub and spindle components are the inner and outer races of ball bearings. You indicate that the production processes for the subject articles will include hot forging, annealing, and machining, Some components may be heat treated following machining.

The applicable subheading for inner and outer races for ball bearings will be 8482.99.0500, Harmonized Tariff Schedule of the United States (HTSUS), which provides for inner or outer rings or races for ball bearings. The rate of duty will be 9.9 percent ad valorem.

The applicable subheading for cups will be 8482.99.1540, HTSUS, which provides for cups as rings or races for tapered roller. The rate of duty will be 5.8 percent ad valorem.

The applicable subheading for cones, will be 8482.99.1580, HTSUS, which provides for other inner or outer rings or races for tapered roller. The rate of duty will be 5.8 percent ad valorem.

You have asked whether this product is subject to antidumping duties or countervailing duties.
