RE: The tariff classification of printed textile advertising banners from South Africa.

Dear Mr. Shewring:

In your letter dated October 30, 2000, you requested a tariff classification ruling.

The items in question, known as “Snap-A-Ads”™, are portable, banner-like signs used for advertising. You explain that U.S. customers will supply the South African sign manufacturer with digital files of the desired advertisements. In South Africa, the signs will be digitally printed onto sheets of polyester fabric, which in turn will either be sewn onto spring steel frames or left without frames.

An illustrated brochure accompanying your inquiry shows the signs, in various sizes and shapes, bearing brand names, logos, marketing slogans, etc., in indoor and outdoor settings including sporting events, exhibitions and car dealerships. The signs are said to have the unique ability to be quickly erected and taken down.

The applicable subheading for the “Snap-A-Ads”™ will be 4911.10.0080, Harmonized Tariff Schedule of the United States (HTS), which provides for other (than certain enumerated) printed matter: trade advertising material, commercial catalogs and the likeother (than certain enumerated kinds). The rate of duty will be free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
