RE: The tariff classification of a handbag from Hong Kong

Dear Ms. Bonace:

In your letter dated May 20, 1994, you requested a tariff classification ruling.

The sample submitted with your request is an organizer handbag, item #361705/06. The bag is approximately 12 1/2" long x 10" high. The item includes both carrying handles and shoulder strap of vinyl. The interior is textile lined and has a zippered pocket. The bag has a top zipper closure. There is a fold down flap on the exterior secured by a metal turn fastener. When this flap is opened, it reveals an organizer section with credit card pockets, tab to hold a pen, I.D. window, and a small zippered pocket. The material of the outer surface is a PVC vinyl.

The applicable subheading for the handbag will be 4202.22.1500, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags with outer surface of sheeting of plastic. The rate of duty will be 20 percent ad valorem.

Your sample is being returned as requested.

This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R.177).

A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have been filed without a copy, this ruling should be brought to the attention of the Customs officer handling the transaction.
