RE: The tariff classification of two women's knit garments from Hong Kong.

Dear Mr. Hasson:

In your letter dated July 18, 1995, on behalf of Printmaker International, Inc., you requested a tariff classification ruling.

Style number J721 is a woman's coat constructed from 100% wool, knit fabric. The coat extends below the knee and features a round neckline; shoulder pads; long sleeves; a full front opening and a hemmed bottom. The neckline, sleeve openings and the garment opening is finished with woven capping. In a telephone conversation on July 20, 1995, you informed us that their will be a one button closure at the neck.

Style number B1320 is a woman's sleeveless blouse constructed from 100% wool, finely knit fabric. The outer surface of the fabric measures more than 10 stitches per one centimeter horizontally and vertically. The blouse features a round neckline; a partial, zippered opening in the back; and a hemmed bottom. The neckline and armholes are finished with woven capping.

The applicable subheading for the coat will be 6102.10.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for women's overcoats, carcoats....knitted, other than those of heading 6104: of wool or fine animal hair. The duty rate will be 67.1 cents/kg. + 19.6% ad valorem. The applicable HTS subheading for the blouse will be 6106.90.1010, which provides for women's blouses, knitted: of other textile materials: of wool or fine animal hair. The duty rate will be 16.7% ad valorem.

The coat falls within textile category designation 435. The blouse falls in category 438. Based upon international textile trade agreements products of Hong Kong are subject to quota restraints and the requirement of a visa.

The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Since part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes, to obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office.

This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).

A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have been filed without a copy, this ruling should be brought to the attention of the Customs officer handling the transaction.
