This classification decision under the Harmonized Tariff Schedule of the United States (HTS) is being issued in accordance with the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).

MERCHANDISE : Item #11644 is a toy jewelry set con- sisting of an imitation lipstick and various plastic toy jewelry contained within a clear plastic heart shaped box. The set is put up in a manner indicating its use as a toy and is blister packed.

RATE OF DUTY : 6.8 percent ad valorem
