RE: The tariff classification of a car organizer from Taiwan

Dear Mr. McClees:

In your letter dated July 20, 1990 you requested a tariff classification ruling. You have submitted a sample of a prototype TrashStash car organ- izer.

The TrashStash car organizer is composed of a bag portion and short strap with an adjustable buckle. The bag measures approximately 20 inches by 12 1/2 inches and has five pockets. This item is fitted around the front seat headrest and is used to carry an ice scraper, maps, toys, flashlight, etc. The sample is made of nylon laminated to vinyl, but the product to be imported may be manufactured of nylon. The TrashStash car organizer is not designed to be carried by a person, but based on its construction and purpose it is designed to be principally used in automobiles.

The applicable subheading for the TrashStash car organizer will be 8708.99.5090, Harmonized Tariff Schedule of the United States (HTS), which provides for other parts and accessories of motor vehicles. The rate of duty will be 3.1 percent ad valorem.

This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).

A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have been filed without a copy, this ruling should be brought to the attention of the Customs officer handling the transaction.
