For base32, padding characters are not necessary for representing discrete binary octets (bytes).8 letters = 5 octets7 letters = 4 octets6 letters = never valid5 letters = 3 octets4 letters = 2 octets3 letters = never valid2 letters = 1 octet1 letter  = never valid
