no buzz words: Your logic is flawed.  Review sections 1.5 and 1.6, which say that smtp time blocking is the approopriate place.  Otherwise, costs shift to backscatter recipients and other victims. If  Internal_server.mynet.com sends a lot of backscatter, it is likely to be blacklisted. joaobr: Simply put, any solution must have components that provide significant consequences and enforcement against violators.  Blocklists provide these components, which is why they work and hence are popular.
