In section 6.4.3, the RFC says,      -  If an ADVERTISEMENT is received, then:if the priority of the received message is less than the local one, it could be because another router in the same section, temporarily assumed MASTER, due to some network failure. (The initial MASTER was actually alive). In that case, if such an advertisement is received, the MASTER should actually issue a gratuitous ARP request, so that, all the clients will update their ARP cache thus effecting a faster switching back for the clients.
