RFC1924 states that 128-bit arithmetic be used. 2^128 = 85^19.97 but it is easier to break the address into quartets and encode each quartet as a quintet of base-85 characters (like postscript). This still gives 20 characters for a 128-bit address as 85^5 = 2^32.047 (very little wasteage). The only difference from postscript base-85 encoding is in then in the character set.
