MrElvey:  The "significant consequences and enforcement against violators" that you attribute to block lists do not appear to have ended spam.  The main effect of a blocklist is that it blocks receipt of spam.  That's well worth doing.  Blocklists aren't really an RFC 2505-related topic, anyway.  

"But please note:" in 1.2 is worth considering, too.
