RFC 3282 contradicts RFC 2616, which defines Content-Language as specifying the language(s) of the audience whereas RFC 3282 defines it as the language(s) of the document. This results in conflicts in some of the cases discussed in clause 14.12 of RFC 2616. Apparently RFC 2616, as a more specific protocol, is what applies to HTTP headers.
