I note that rfc1122, in "3.5 INTERNET LAYER REQUIREMENTS SUMMARY", under "INTERFACE"that "Able to leap tall buildings at a single bound" is listed as "SHOULD."  I'd like to suggest we consider instead 'SHOULD+' ("This term means the same as SHOULD. However it is likely that an algorithm marked as SHOULD+ will be promoted at some future time to be a MUST".)
