For base32, padding characters are not necessary for representing discrete binary octets (bytes).

8 letters = 5 octets
7 letters = 4 octets
6 letters = never valid
5 letters = 3 octets
4 letters = 2 octets
3 letters = never valid
2 letters = 1 octet
1 letter  = never valid
