The text from section 4 pasted below, contradicts the example messages in section 8.1.  In section 8.1, xyz is B's remote tag, but the join header sent to B has xyz as the to-tag.  I think the to-tag and from-tag values in the example join header should be reversed.--Begin excerpt from Section 4.The to-tag and from-tag parameters are   matched as if they were tags present in an incoming request.  In   other words the to-tag parameter is compared to the local tag, and   the from-tag parameter is compared to the remote tag.--End excerpt
