The 32-bit int. is clearly unsigned, but 17 Nov 1858 is "time 0" in VMS computers (which store their time in 64-bit numbers as the number of 100ns periods since time 0).The times mentioned are for the convenience of implementation writers, and also as a sort of in-joke.
