In rfc 2234, the use of double quotes implies case insensitivity. However, several rules in 2327 use double quotes to enclose alphabetic characters which are "always exactly one character and is case significant". This may sound nit-picky, but it makes the ABNF difficult to parse and use automated syntax checking if it does not strictly comply to the rules.
