The resin compound dissolves or disperses mainly polyurethane, 1 to 9 mass % of fluorinated water repellent agent, 0.1 to 2 mass % of oil-soluble fluorinated surfactant and if necessary 3 to 45 mass % of fine silica powders in N,N-dimethylformamide.
