The method includes, if an MCBCS initialization request message is received from an MCBCS server, sending a burst reservation request message for MCBCS burst allocation to one or more Base Stations (BSs) in a corresponding Multicast and Broadcast Service (MBS) zone, and if a burst reservation response message is received from at least one of the one or more BSs, sending a Resource Reservation (RR) request message for each channel to the at least one of the one or more BSs for establishing data channels for each channel broadcast by the MCBCS server. In a method for creating a data path to provide a broadcasting service in a cellular network, a broadcast server transmits a session start request message to an Access Service Network-GateWay (ASN_GW) before transmission of Multicast and Broadcast Service (MBS) data, to request a multicast connection setup. The ASN_GW establishes a multicast connection between the broadcast server and the ASN_GW on the basis of information of the session start request message. The ASN_GW transmits a session start response message to the broadcast server in response to the session start request message, after establishment of the multicast connection between the broadcast server and the ASN_GW. The ASN_GW transmits a path registration request message to at least one base station associated with a broadcast zone, to request MBS data path establishment and air resource reservation. The base station establishes a multicast connection between the ASN_GW and the base station on the basis of information of the path registration request message. A Base Station (BS) transmits, to a Mobile Station (MS) in an idle mode, a Paging Group IDentification Information (PGID_Info) message including paging group information for a paging group to which the BS belongs, and frequency band-specific paging carrier information for indicating at least one of paging carriers included in each of a plurality of frequency bands operated by the BS. The BS determines a paging carrier for transmitting the paging message among paging carriers included in a frequency band supported by the MS, and transmits the paging message to the MS using the determined paging carrier.
