The belt withdrawal sensor is disposed on the lock gear allowing the belt withdrawal sensor to oscillate between an inoperative position and an operative position. A lock gear includes ratchet teeth on an outer periphery of the emergency locking mechanism arranged in an annular shape. A vehicle sensor includes an engaging claw and detects a vehicle deceleration larger than a predetermined deceleration. When a spool rotates in the belt withdrawing direction relative to the locking base, energy absorbing (EA) mechanism action only by shear deformation of shear pins is first conducted so that the entire EA load is only the EA load by the shear pins. After the EA load by the shear pins becomes the maximum EA load, the seat belt is withdrawn by a predetermined amount and the EA action by torsional deformation of a torsion bar is conducted in addition to the EA action by the shear pins. Since the EA action only by the shear pins is first conducted, it is possible to reduce variation in the maximum limited load during the shear deformation of the shear pins.10-09-2008
