The temperature sensing unit senses a temperature of the thermal fixing member and outputs temperature data. The temperature change determining unit determines that the temperature of the thermal fixing member decreases based on two pieces of temperature data sensed by the temperature sensing unit at two different timings. The halting unit halts the thermal fixing operation when determination made by the temperature change determining unit is consecutively made for a predetermined number of times.09-30-2010
