In some embodiments a user of the device visits the mobile network site of a publisher. The publisher sends header information received from the device to an inventoried content delivery service (ICDS). The ICDS analyzes the header information associated with the device and forwarded by the publisher. The ICDS locates a key-value pair in the header data that can be uniquely associated with the device, and stores the exact value of the key-value pair in a database. The ICDS then may use that value as an index for accumulating information accompanying the value.
