The invention provides RNC for establishing a radio bearer between the RNC and a mobile terminal, especially adapted mobile terminals and a system comprising the network element and at least one mobile terminal. In order to reduce the delays implied by the signaling in the procedure the invention proposes two mechanisms. The first mechanism aims at reducing the delay implied by setting up the radio link for the radio bearer by preconfiguring a pool of resources comprising a set of at least radio bearer configuration and making the available radio bearer configurations known to the mobile terminals. Further the invention relates to a network entity for allocating uplink resources to such a mobile terminal. When a user equipment is transmitting uplink (UL) data according to allocated resources, it has to indicate the transport format of the current data transmission to Node B by means of UL control signaling. To propose a scheduling scheme which reduces the overhead of uplink control signaling, a method is proposed that achieves a significant reduction of the UL control signaling overhead by considering characteristics of an orthogonal radio access scheme used for evolved UTRA uplink scheme and using differential signaling of the transport format information. Unicast transmissions are assigned to HARQ processes by the eNB, whereas multicast transmissions need to be assigned to a HARQ process by the MN. According to a first aspect, the soft-buffer memory is strictly separated into a unicast and multicast section, and HARQ protocol operations for unicast and multicast are independent. Due to the separation, the eNB can still correctly assign the unicast transmissions to a HARQ process. According to a second aspect, the soft-buffer is not separated but commonly used for unicast and multicast.
