A jet-valve housing having a jet-valve flap is mounted in a valve-chamber disposed over the pump means to direct a propulsion jet stream from the pump to one of a pair of opposing propulsion outlets formed in the jet-valve housing to move the cleaner in a forward direction. The valve-chamber has a wedge-shaped apex with a pair of opposing pins configured for pivotally mounting the jet-valve flap. A spring is disposed between the top portion of the jet-valve flap and the chamber apex to force the jet-valve flap to pivot between the opposing propulsion outlets when the pump is temporarily powered off to change the direction of cleaning.
