The first layer is contacted with a first liquid acrylic adhesive. The first layer is covered with a polyester fabric to form a second layer that adheres to the first layer. The polyester fabric is impregnated with a second liquid acrylic adhesive. A fiberglass sheet is adhered to at least a portion of the second layer and to the paved surface beyond edges of the second layer to form a transition layer over the edges.
