The apparatus comprises a base member that attaches to a surface, a guide post slidably engaged with the base member to move up and down relative thereto, a top member attached to or integral with the guide post and extending over the paper roll, a roller holder attached to or integral with the top member or guide post and a roller rotatably supported by the roller holder in rotatable engagement with the paper roll to rotate therewith. As paper is removed from the roll, the roller rotates and moves the guide post down to maintain the desired spacing between the top member and the paper roll.
