In an exemplary embodiment, a multi-mode device has a CDMA mode and a Wi-Fi mode. In Wi-Fi mode, the device generates an upper-layer portion of a CDMA signaling message. The device then encapsulates the first upper-layer portion in at least one packet-switched-protocol, such as SIP. The device then transmits the encapsulated upper-layer portion of the CDMA signaling message via a Wi-Fi network and a packet-switched network to a signaling gateway, which then translates the upper-layer portion into an SS7 message, and transmits the SS7 message over an SS7 network.05-05-2011
