In order to prevent wet concrete from infiltrating the hollowed frusta during pouring of concrete into the interstitial space, lids of a preferably biodegradable substance such as compressed peat are inserted into or over the frusta openings. The lids may be easily broken into pieces which fall into the hollowed frusta after the concrete has cured so that the second site material can be added therein.
