20100091656Method and Apparatus for Communications Traffic Engineering - This invention provides for a technique for selectively off-loading traffic from congested sub-regions of a network to more lightly-loaded regions by making use of Multiprotocol Label Switching (MPLS). For each network element, an Interior Gateway Protocol (IGP) routing is employed to provide re-routing and to identify congested links caused by re-routed trunks for each single failure. The re-routed traffic is then analyzed and alternate Label Switched Paths (LSPs) are identified for such traffic trunks so that the traffic is directed to the alternate LSPs during the single failure event.04-15-2010

20100092036METHOD AND APPARATUS FOR DETECTING TARGETS THROUGH TEMPORAL SCENE CHANGES - A system and method for detecting a target in imagery is disclosed. At least one image region exhibiting changes in at least intensity is detected from among at least a pair of aligned images. A distribution of changes in at least intensity inside the at least one image region is determined using an unsupervised learning method. The distribution of changes in at least intensity is used to identify pixels experiencing changes of interest. At least one target from the identified pixels is identified using a supervised learning method. The distribution of changes in at least intensity is a joint hue and intensity histogram when the pair of images pertain to color imagery. The distribution of changes in at least intensity is an intensity histogram when the pair of images pertain to grey-level imagery.04-15-2010

20110105807Integrated Process for Fluoro-Olefin Production - Disclosed is a process for the manufacture of HFO-1234yf from TCP in three integrated steps that include hydrofluorination of TCP (tetrachloropropene) to HCFC-1233xf in the vapor phase followed by hydrofluorination of HCFC-1233xf to HCFC-244bb in the liquid phase which is then followed by dehydrochlorination in liquid or vapor phase to produce HFO-1234yf. The vapor phase hydrofluorination is carried out at a higher pressure than the liquid phase hydrofluorination, thereby eliminating the need for compression and/or intermediate recovery. Also, any HCl generated from this reaction is fed to the liquid phase hydrofluorination section to promote agitation and mixing. This results in a more economical process from an initial capital and operating cost versus conducting the 3-steps sequentially.05-05-2011
