A larger diameter low-pressure pipe or tube is placed concentrically about the high-pressure pipe. Regulated low-pressure gas flows down through the outer low-pressure pipe to a dispensing nozzle below the diffuser plate, whereupon the gas flows upward and is broken up by the perforations in the diffuser plate to form smaller aeration bubbles. The renewable energy collection device may be one or more solar panels or a wind generator or wind turbine. The pump draws ambient air in through an inlet and pumps the air down through a supply tube to escape from a nozzle below the diffuser plate. The air then bubbles up through the water, the bubbles being broken up by the small perforations of the diffuser plate to provide efficient aeration of the water.
